From Pioduran, Albay jeepneys are going in the direction of Ligao. After Ligao they continue to Legaspi, Tabaco or Polangui. It is a ride of about 40 kms through the mountains. There are not that many jeeps but a lot of passengers.
It is in places like this that you often see a jeepney full with passengers inside, but also on top of the vehicle. Passengers just want to have a ride, no matter what. They agree to sit on top, even when it rains.
Some people even prefer to sit on top, rather than inside.

Filipino time:

They won’t let me on top because I will cave it in.
Mini busses in the provinces are often the same way along with lots of cargo.
Tom,
Is it that you are too heavy? You should’t eat that much
Busses are always loaded with passengers and LOTS of cargo. Some people bring all their belongings…..
No I’m not too heavy the tops are just flimsy.
That’s my story and I am sticking to it.
A mini bus ride is quite an experience. Usually the windows have also been removed. Not sure why but better to stay home if it is raining hard.
Windows from ordinary busses and minibusses have been removed for only one reason: They do not have aircon. The open windows take over that function.
